Concerned about potential water shortages, Rhode Island lawmakers are on the verge of passing legislation that would force conservation by raising prices on people who use too much.

The idea is to protect waterways and eliminate barriers to economic growth in a state with 12.8 percent unemployment.

The proposal won preliminary approval earlier this year and could get a final vote when the General Assembly meets this month. It would allow Rhode Island water suppliers to set rates based on usage and provide discounts to customers who conserve.

The legislation moved forward in the General Assembly after its sponsors agreed to exempt farmers, who had been lobbying against it. [AP]
