The Providence hurricane barrier is closing as a storm moves in on the capital city. It will start closing tonight and should be fully secured by 5 AM tomorrow. It’s designed to keep downtown from flooding if water rises in Narragansett Bay. The National Weather Service has issued coastal flood and wind watches around the state through tomorrow afternoon.
